EMSD’s Journey on BIM Application for Smart Asset Management

Abstract

Since 2014, Electrical and Mechanical Services Department (EMSD) has been deploying innovative technologies and exploring the benefits of Building Information Modelling (BIM) applications in enhancing operation and maintenance (O&M) workflow to achieve smart asset management for electrical and mechanical installations in various government venues.

As the O&M stage covers the majority of the building life cycle, EMSD has been developing its own patented BIM-Asset Management (BIM-AM) system for enhancement of O&M workflow and services by integrating asset management with BIM. The asset data together with BIM models is being deployed to BIM-AM systems with integration of Internet of Things (IoT) technology via our own Government-Wide IoT Network (GWIN) and radio frequency identification to formulate digital twins of the venues. The BIM-AM system supports remote monitoring, remote fault diagnosis and fast asset locating to optimise the O&M efficiency. In this presentation, practical use cases would be presented, demonstrating the merit of BIM application in asset management, with a view to enhancing the O&M workflow for achieving ESG at government venues.

Biography

Ir C K LEE is a Chief Engineer of Electrical and Mechanical Services Department (EMSD) of the Government of the Hong Kong Special Administrative Region. He has over 30 years of diversified project and maintenance management experience in the fields of electronics, ICT and biomedical engineering. Since 2016, Ir Lee has been leading a team to develop practical solutions for enhancing workflow and operation and maintenance services by integrating Building Information Modeling with Asset Management (BIM-AM). He is currently overseeing digital transformation in EMSD and supporting innovation and technology as well as smart city development initiatives in various government departments.

Ir Lee is a Fellow Member of Hong Kong Institution of Engineers, Member of the Institution of Engineering and Technology, Full Member of the Hong Kong Computer Society, and a Chartered Engineer of the Engineering Council. Ir Lee is a CIC-Certified BIM Manager, and is also serving as a member of the Advanced Construction Technologies (ACT) Vetting Sub-committee of the Construction Innovation and Technology Fund of CIC.
